The number cannot be accessed???

I am trying to dial a 074 number and it rings for a while and then the lady comes back with : The number you have dialed cannot be accessed.

What does this mean?

If you send me the number you are trying to call and the number you are calling from, I can check out what the problem could be.

What does this mean?

The phone is possibly call forwarded on no reply to an incorrect number that why the lady on comes on after a while.
