I have seen a lot of posts regarding ISP allowing you to use more than your cap, only to have the extra usage subtracted from the next month's cap. I believe that if an ISP wants to "carry over" over usage, then the same should be done for "under usage", if you use less than your cap, then the remainder should be added to next month's cap.

If ISP's are not prepared to carry over under usage, then they must not allow over usage, or they must not "carry over" over usage to the next month.

Just my R0.02 worth.
 
I completely agree with you ... they should make it similar to how bundled minutes work with Vodacom. If you don't use all of your allocated minutes they sit in "buckets" so that you can use them in following months!
