Funny but I can usually get any property details on windeed site for Jhb. Is Hillbrow not in Jhb or is it perhaps that flats are not registered that way? Never had need to search for flats but I could find section titles so I won't know.

There has been a heated exchange between acting Joburg Mayor Kenny Kunene and the caretaker of the Park Lane flats in Hillbrow, who refused to disclose the owners of the property.

If It abandoned does it then belong to the city? If it is paid off or it would be a banks?
If I was the city I would also say no

Fair point but I meant registered owner "at" deeds office but not sure how it works on abandoned properties. Is it legal to just abandon property? I mean eventually, it would be a nuisance of sorts to neighbors.

A flat is a sectional title. There's no other property type for flats.

How is he the acting Mayor? The existing Mayor of JHB has not left the city/country quietly has he?

Would be interesting to get some property experty person to weigh in.

I would think the muni would claim it. Because the rates and taxes would be in arrears.

Not that I'm a resident of JHB, but for me its very questionable how there is this "acting" mayor doing things, when the real mayor is available (even if he's a fscking coward and can't go anywhere without his bodyguards)

It would work like any other sectional title complex. It should have a body corporate. (But non of the legalities/formalities would be up to date)
These buildings have been captured since the early 90's renters moved in and just did not pay and any good occupants left. Most of it was also probably owned via companies. If that happens to a property your company owns you declare bankruptcy and forget about it. There's no way to go after a company that has been bankrupt for more than 10 years.

Property is a valuable asset. So if any property gets abandoned it is almost guaranteed that the owner is dead, out of the country or completely broken and there is nothing you can do.

Considering that more work "seems" to be done during all this chaos, I think Mayor doesn't do much except politically. We had one long-ish street completely redone during earlier al-jamah guy and I saw grass was being cut as well. Some potholes that were orphans for years are also being attended to.

You'd think the council management would take the opportunity to get some work done while the politicians are still squabbling, if the budget has been passed what else do we need the politicians for?

From experience with eThekwini EVERYTHING needs to have a politician involved if there are opportunities for "photo ops" basically.

Our local government is infested with political appointees who are there to do the bidding of their political leaders basically, not to actually do their job.

I think contractor companies & procurement at COJ may be looking at this chaos as opportunity and probably passing all kinds of contracts in a hurry.

Makes no sense given that Kunene is an MMC so should be also be on whatever engagement the puppet is holding.
An Al Jama-ah Joburg councillor, who declined to be named, told News24 that Gwamanda is away on an official engagement with some members of his mayoral committee.

In the news they said he was away on official business. So, clearly lying whatever the case. More likely Kunene demanded a stint as mayor for whatever reason.

That is problematic from a property ownership perspective. So I don't lke that idea.

There is a better way to go about it.
They can expropriate it if they can show it is abandoned/ they cannot locate the owner. They can even offer an amount of money equal to the outstanding debt and settle the account.

But this is a different problem. An illegally occupied building in hillbrow is no different than any other squatercamp. The city would probably face legal battles and be required to provide alternative accommodation, just for the building to be captured again. Because these flats have no value. Especially not if the municipality doesn't want to write off old debt.

**I am a bit of a property exterty person. It is what I do for a living for a bank. Not large commercial though. So not if this bock of flats were to be sold as one business. That's a different loan agreement. We also don't offer loans for any property in Hillbrow exactly because of this problem. There's another area also but can't remember.

The problem is also if the DA were to try and clean up these buildings the ANC and all the libtards would moan and obstruct them.
