Even Bruce admits the whole thing is partly political theatre ahead of next year's elections. The article doesn't say but a different article suggests either a change to the constitution may be needed or the ANC must cooperate. Neither option will happen as the ANC won't cooperate with either option.

Whatever Brit may wish this is nothing more than wishful thinking and a waste of time and money by the DA.

The ANC may be forced to delegate some powers to the province if they refuse to cooperate though. You are way too negative.

Going by this, DA could just use the Constitution as is to devolve powers, with no amendments. If ANC wants to be stuck up about it, the DA could always beat ANC at ConCourt and force them to devolve powers. Bonus points, if ConCourt essentially tells ANC to allow the same for the other provinces as well...

Anyway here's the section in question. It doesn't seem to say anything the articles claim:

To me, it just reads as fancy legalese for "Yes, you can devolve powers".
