This is how broadband services should be advertised

UK also has line rental?

Yes! That is and has been the standard model.

What is wrong about the whole business is not properly differentiating the fixed monthly cost elements from the so called "variable costs".

This debate really requires every one to take a step back and understand the evolution of charging principles starting with voice services.

One should then split the costs into the two categories, those that are fixed and those that could be made variable.

Only then should one package broadband products.

The fixed costs could be unpacked or not. The variable costs could also be unpacked or not.

What is a mess in SA and in other places in the World is how intertwined fixed an variable costs have become (notwithstanding the number of MBAs around).

Ye. A mate of mine over there is outlying, so not the best speeds by UK standards.
He is paying 5 pounds for a slow 2 or 4 meg line, but 50 pounds for the line rental.
Crazy.
