This is how SA's national cellphone network will work

The Independent Communications Authority of South Africa (ICASA) has published an information memo explaining its plan for licensing 4G and 5G spectrum in South Africa.

ICASA presents five different options for dividing up the highly sought-after radio frequencies, all of which include an allotment for a national wholesale open-access network (WOAN).
 
Unsure how I feel about this - ICASA won't be able to keep their side of the bargain imo.
 
They took well established monopolies and destroyed them how in the world does anyone think they could run any bloody thing. I don't want to sound like some kind of old cynical tit but history doesn't lie.
 
I smell a massive opportunity for a (politically) connected entity to make an absolute killing by operating the WOAN...and at the end of the day it will cost the consumer more than it would have without government interference.

The government is unable to organise a p1ss-up in a brewery for crying out loud

Hell I feel like submitting a proposal to run the WOAN - ownership split 50/50 between me and my politically-connected cadre partner and then retiring to Monaco

I disagree that this will not work.
Alot needs to be done to improve the offer ICASA Auctioning of spectrum.

IMHO : This will work as long as Govt does not own or run the WOAN.

The WOAN is actually a free pass for a company like AIRTEL or JIO or SINGTEL to enter the South African market.

The WOAN should also be allowed to offer retail services from a different division of the company.

Waste of time, they won't even read it. They only invite public comment so they can legally say they engaged the public as is required.
