If distillated (Pure h2o) water doesn't let electrical currents flow through it, will your PC work if you submerge it?

Perhaps windows was build for just this... Seeing as it's not that great on dry land. ;)
 
No, because there are some reactions that occur more readily in water - long story short: By oxidation and reduction reactions metal salts will form from especially the copper wiring, these will dissolve in the water and thus make it conductive. You can start up and then wait for the fireworks :) Though I suspect it will be a quiet failure.

EDIT: A quiet failure just like Windows on dry land, so no gain and no loss

Yes www.thomshardware.com did somthing like that a few years back.
they didn't run very long in the water. The experment was actualy to check if cooking oil will work.
