Throttle Speed

I would just like to know what is the throttle speed on the uncapped package all of the websites
i looked at trying to see what it is,

says 256kbps for the normal and 384kbps for the uncapped package as stated on this picture

if this is true why are whe throttled at 10kbps and not the 256kbps as stated, u guys did amazing work on fixing
the lines, im getting fantastic speeds when im not throttled 0.8 to 0.9 on speedtest, this is the only problem i still have and a few others.

Also i filled in my email address for the daily usage report but im still not receiving anythinf i receive the invoice email but not the
the daily usage report, is there something wrong with the website where u can sign up for ur email address each time i try to sign up doesnt
mater what i use it say unavailable even something like 1224304327804823 it throws that error

Throtteled speed is fine now, still dont receive the daily report and having problems watching live video streams even on 240p witch requires 30 kbps and speedtest showing over 70 to 85kbps
