Timeouts. Router issue or what?

I have access to two separate 4MB ADSL lines on the same property. Both wired lan connections. One through a switch to a very basic non-wireless router and the other a direct connection to my wireless (disabled) router/s. Both accounts are with Afrihost. My issue is this. On the router/s I am directly connected to I am experiencing severe browsing timeouts. Then I switch to the other ADSL line and there are no issues. I've tried 2 different routers (Belkin N150 and Netgear DGN2000) and I have the same issues. I've now tried to disable the firewall but with no improvement. My downloads are normal, when their respective source pages eventually load. Something else that's interesting, if I try switching routers browsing is okay for a while then it slows down and times out again. For all sites.

How can I troubleshoot this issue? I have tested the connection speed and all is in order. This is all a very recent issue. I was with G-Connect and Axxess prepaid before and had no issues but I'm not sure if the timing is just a coincidence.

I am running Windows 7 home basic.

Any help greatly appreciated.
 
Can only think it's the ethernet cable or the phone line on the router/s.
 
I will replace the lan cable in the morning and see if it helps. Can it be slowed down going through a UPS?
 
IS is currently experiencing high latency which affects all international traffic. Telkom is currently working on the issue. Perhaps this is causing your problem.
