More than a dozen passers-by ignored a two-year-old girl as she lay critically injured on a street in southern China after being run over twice, the official Xinhua news agency said on Monday.

The incident has sparked outrage on China's hugely popular social media sites.

Surveillance cameras showed a series of people walk past the girl, named Yue Yue, after she was hit first by a van and then a truck outside her family's shop in the southern Chinese city of Foshan.

Xinhua said a rubbish collector who finally came to the girl's aid, moving her to the curb and shouting for help, was ignored by several shopkeepers before he finally tracked down her mother who took her to hospital.

In response, one netizen on Sina Weibo, a Chinese micro-blog similar to Twitter, wrote: "This society is seriously ill. Even cats and dogs shouldn't be treated so heartlessly."

But others linked the incident to an earlier case in which a man who tried to help an elderly woman after she fell over was prosecuted, apparently because his intervention broke government rules on dealing with accident victims.

Doctors said Yue Yue was in a coma and unlikely to survive the ordeal.

"She would not be able to survive any operations. She's very close to brain death," a spokesperson for the hospital treating her told AFP.

Police have detained the drivers of both vehicles involved in the incident, Xinhua said.

I watched that video today and my jaw was on the floor the whole time. I still can't believe what I saw. I mean, clearly the girl is crying on the floor in pain....the 2nd truck that also runs her over.

I mean at that point I thought this had to be fake...I still can't believe what I just saw. Simply f'd up and sad.

I hope that girl survived. The parents of that child...NO WORDS for them.

I was also thinking, was that area perhaps dark and the camera makes it only appear as if their is enough light? Hence when people went past the girl, maybe they assumed she was a homeless little girl in the alley?

I am trying to find a logical reason(excuse) for people to simply ignore her like that.

According to the article they may have been obeying the law. Now let's say that you're not legally allowed to assist, and that if you don't get your delivery done on time you lose your job and your family starves. What do you do?

I'm just waiting for the obey all laws no matter what people to come over here and applaud these people for being good citizens.
 
Many comments refer to a 2006 case in which a resident of Nanjing, Peng Yu, helped an old woman who had fallen only to have her later accuse him of causing the injury and win her claim when a judge ruled that Peng would not have helped the woman up if he had not caused the fall.

The “Nanjing Peng Yu” incident has produced a fear of extortion among Chinese who witness public injury, especially in recent cases involving the elderly.

An eery echo is found in a more recent event that took place in Rugao, east China’s Jiangsu province on Aug 26: A bus driver went to the help of an 81-year-old woman he saw lying on the ground by the side of her overturned tricycle. She eventually told the police that he was the one that hit her. Fortunately the bus was equipped with a video camera that showed that the old woman was lying. Sales of video cameras for cars have reportedly shot up in the days since.

The same street stunt recurs—-an old person falls down, a woman who happens to be on the spot will have to think twice before springing to the rescue. Seeing a fallen oldster, to lend a hand or not, it is a question!

In today’s China, it seems, a good deed can be compounded by extortion and even legally punished. That explains why Samaritans are thin on the ground these days in a country that enjoys time-honored fine traditions of being ready to help those in need. A recent online poll found in China that 84 percent of the polled would not offer assistance to a fallen oldster on the street for fear of extortion.

“It is not always necessary to help old people immediately after they fall down, depending on different conditions and symptoms they have shown,” according to the “timely” guidelines published early in the month by the Ministry of Health.

People calm down. What is so difficult to understand? Not all species/races/ethnic groups/people etc etc value life/humans at the same level. For some one life is one thousand times more important then for others. The Israel/Palestinian prisoner swap is a clear testimony in this regard. Go out in the BIG world and educate yourself. And yeah, I too find it VERY disgusting.
