Toll free numbers from mobile networks

Hi Guys

From the 24th of September 2016 all calls to 080 numbers were supposed to be free from any network according to the ICASA regulations. Anyone else noticed they getting charged for calls to 080 numbers from their mobile?

I remember MyBB doing an article about this but I am still getting charged. My network provider is MTN.
 
On MTN at least it's free. You get a Voice over message saying All toll free numbers are zero rated on the MTN network..... Then it starts ringing.

I don't get any message saying its free before the call connects no my mtn but do get the voice prompt from my wifes mtn number. Just not mine. Called mtn and was told toll free numbers are free only from a landline so they don't even know.

Trying to take this up higher with ICASA.
