Too long to setup call

not sure if this is a cell c thing only. In the past month I experience very poor call setup. When dailing a no, even cell c to cell c, takes sometimes up to 20 to 30 seconds to get a ring. Other times it just disconnects and one has to try several attempts before getting through.

It is not restricted to any particular area. Call quality has also diminished substantially over the past 2 months.

Is this a common issue?

I sometimes get the long call setup delay but don't have any input on the call quality, haven't noticed if it has dropped.
