Tool to help find which router is assigning dhcp

are there any applications (free) That I can make use of to help determine which router at our company is dishing out ip adresses?

I Need to set its parameters for the people using laptops at our office.

It is preferred to have only one device doing DHCP requests etc, as two devices will usually lead to conflicting IP's unless they use different pools, eg

router 1 does 192.168.20.100 to 192.168.20.149, and router 2 does 192.168.20.150 to 192.168.20.199.
