Tool to test bandwidth from PC out to the world.

Can any one please kindly recommend a tool i can use to test bandwidth from my PC out to the world?

We on a WAN and there is a proxy device (Dont have access to it) that we connect to, i want to see if the device is in someway throttling us. Tools like speedtest.net will only test from our ISP out to the world and need something that can rather test from PC out to the world.

Or perhaps another method i can test with?
