These are just things i picked up ... but honestly ... a little thing called communication to your customers goes a long way .... which is how everything can be avoided .... really now
but we stay in a country where customer alienation is the order of the day ... where lining your pocket now is more important than customer loyalty and customer retention ... no visions i tell you .... well it was worth a shot i guess

- Do not provide an unacceptable limit before throttling (this isn't supposed to be here, but i intend to assist you isp's since that is another story for another day)
- Do not alienate your customers by randomly enforcing rules
- Do warn users when they are putting "extra load on the network" email
- Do warn users after sending the mail above that they will be throttled/limited due to network abuse
- Do listen and respond to customers on a public forum.
