Torrent speed non existent

I have been having problems downloading torrents for a couple of days. Is anyone else having problems and is it possible for Telkom to slow down or block certain sites people regularly download from. There is one site that I download a weekly new episode of anime and I always download at 37kb and this wont even download on 1kb even though there are many seeds and peers and the health of the torrent is at 37000+%.

What could possibly be wrong?

I am at Telkom ISP, and it is the opposite for me, i all of a sudden download at full speed (200 - 220 KB/s) since the new month on torrents
 
i set 10K with 100 Seeds and 2 leechers :( on private tracker.

The other guy is downloading at 2.2Mb/s ... so i know its not them seeding as a problem..
 
I have been trying to download every day for the past week with no success. An hour after I posted the above post my download started downloading at 32kB/s. So its working again for now.
 
Depending on your Service Provider, Shaping is done to try and curve the speed issue for business users during the day.
 
Throttling p2p and torrents is a Telkom hobby....they find it...amusing..

It's no laughing matter :(
 
they use tech called "sandvine",it generates randomised code @irregular intervals and is HW tasked on the exchange,,,very efficient but this does'nt stop you from using their more prioritised ports ; >,look around on the web as their are services available that can............on that note,,enough said ,,,,lol
