ok this may seem like a noobish question but I need to know: I have a Samsung Star(Fully touch screen) when it rains and some drops get on my phone will anything happen to it?

The outer layer of the screen is plastic, so it won't care too much about rain. If you get moisture (even a tiny amount of water) inside the phone, then you might get problems. As said above corrosion can be a problem, as well as electrical shorts. The rice technique is well known and definately worth a try. If you're willing to open the phone (and void your warranty!), you can use compressed air (like you can use for your keyboard) to blow dry the phone's insides. Don't use a hair-dryer - you can't be sure that the air is dry and heat on the phone is a bad idea. Professional help is obviously the best idea, unless the try to rip you off...
