Hi. Anyone know if it is possible to get a tow-bar without the wiring done?

The reason is because i want to use it solely for a bike rack, as the racks that don't need a tow-bar don't fit my Honda hatchback. I have been told tow-bars are expensive due to the wiring etc.

Thoughts? Is this even legal?

I am sure that it is possible, the connection will only be checked when towing a trailer etc...

The wiring isn't expensive.
And besides if your bike obscures your lights at all you should put a light board on the rack anyway.

When I had my previous vehicles the harness was more expensive than the towbar itself.
Audi cant remember exactly Chrysler they wanted R7200 in 2009.

Phone a few scrap yard, perhaps they will have one in good condition that you can buy and fit yourself.

Don't take shortcuts with this. Get a car supplier approved towbar fitted to the vehicle but it is not NEC to get one from the vehicle agency. The wiring issue depends on how the connections are made to the car wiring. That is where the expense comes from, because those harnesses are generally available only from the agency. It is possible for you to make up your own harness at a later stage, but physically, it is important that the tow bar is mounted correctly. You can compromise your insurance policy with a tow bar installed not to agency approved specs.
