The current load is 2 not 3 but thats still high ... well high enough to have problems with average signal of -93.
The more loaded the tower gets the less speed people who are considered to be 'far away' from the tower get. It works on a kind of priority system. The only way to ensure the same speed is to try increase the signal strength and make your self appear to be closer. Try at least to get your ave rating to 'average' not 'poor', and remember some people are getting much stronger signal in the ranges of -60 and -70.
Also to be noted that although in general the recieved signal and sent signal is closely related a strong signal in doesn't always guarentee a strong signal out. This out going signal is actually what the tower will use to give you preferance or not. Thus the ping test you ran is also vital. Try get those pings under 100 mostly and with out too high max ping times.
