Towing unregistered new trailer

If one buys a brand new trailer from Makro or Game (or any other trailer place), may that trailer be towed on public roads before its registered?

According to what I can find, the trailer needs to be registered with your local traffic department within 21 days of purchase, but my question is - May it be used on public roads within that first 21 days?

My scenario is that I'm relocating to Cape Town, leaving in 3 days' time, and I need the trailer to transport a few things. I really don't want to go through the registration process in Gauteng now, and then have to re-register once I get to Cape Town - I'd rather do it there once I've arrived, if possible.

Wife collected at my nearest Game yesterday, didn't mention getting a paper plate. Will check, thanks!
 
you cant use it legally without the paper or a normal plate

Wife went past the traffic department this morning and had it registered and the plate made.

Will re-register when we're in Cape Town.
