As a preface, I searched, but couldn't find any articles idiot-friendly enough on QoS setup that I could make heads or tails of them, and specifically could not get any info on just what needs to be filled out and what is not required for my new modem-router.
Also, I'm on Mweb standard 4mbps uncapped and have not yet gotten around to querying with their tech department whether their hardware would even honour QoS marking or if it would strip/ignore it.

The router in question is the TP-Link TD-8817. Here's a video of some moonrune speaking guy messing with its QoS setup screen.

I essentially want to try and set up QoS to give priority to Skype traffic for throughput and latency while giving less priority to any HTTP traffic, torrenting or the like. If I can, though it's of less importance, adding game traffic to a high priority would be great.

Should I first be poking Mweb to ensure whether or not setting up QoS on my side would help at all?

As far as i know MWEB has their networks all prioritized for VOIP, gaming etc, torrents and all that extra stuff get low priority.
Im not exactly sure what you are asking here, maybe im just not reading properly but if you prioritize your network as well to that it should speed the whole process up. At least when there is high volume on the line.

I'm not sure, but I think I've since posting this managed to more-or-less get the QoS working. My only test I was able to conduct so far was torrenting while playing Diablo3 and seeing if my latency still goes to pot, which it wasn't doing anymore.
Granted, I also made some config changes in my torrenting client from the crazy values it chose by default, so that might have affected things as well.

But yes, the objective is to ensure that whatever is happening on this connection on our network's side won't affect things like VoIP going out. The connection is shared with a third person who is tech illiterate but loves browsing/watching videos/downloading random crap, and I'm trying to convert my mom to VoIP usage for the remainder of calls she makes that aren't on a cellphone anyway, so I'd like to ensure that those calls don't suffer interruptions from the aforementioned downloading (or mine, for that matter).

Ok well if you did the QoS Setup correctly it should not affect the Voip calls but rather limit all the other traffic. Try testing by making a skype call while you are going crazy with torrents. Thats probably your best test
