Don't think I've ever seen ICASA logos on GPS's but pretty sure if it uses sim cards/cellular networks it will need it.

This will not work as the system has a fleet solution.The just buy a cheap Android / Windows phone and stick it in the car somewhere, connected to the car to charge. There are hundreds of find my phone apps that you can use to track it.

IF someone notices that its a device which should be registered, they'll stop it at customs and send you a notification requesting ICASA proof. It happens with cellphones, but not sure if they'll realise if a watch needs to be registered though.If you don't register it with Icasa what will they do, hunt you down?
