You can disagree until the cows come home, its happening and the pre ricad sims have no details on them, they come up blank.

This is FACT. This was a failure from the start and as usual the authorities did not listen.

I articulated incorrectly what I was saying. I meant to say you can legally only RICA 99 sim cards per network, per person. I am not disagreeing that you can get pre-rica'd sims or that it's a farce, or that it will be used illegally and no one can stop it.
