Traffic Fines

Ok so I just received a fine in the mail (as in today) and it was due the 5th *bygones* the picture they display on the fine shows very clearly that I was trapped from a moving vehicle. Is this legal and if so since when? I know that Cape Town has that ghost squad operating but surely they can't make up the rules as they go along?
 
Been looking but have only found speculation so far - as far as I know the camera has to be stationary on a level surface - have a calibration certificate for the date involved etc.... but there has been so many dodgy law changes of late for all I know the cops are allowed to guess the speed and fine accordingly.

Wanted to do that earlier but payfine as per usual doesn't have the pic - will have to get to somewhere that has a scanner will upload as soon as I can

On what date did it happen? Unless the law has been changed they have to notify you within 30 days.

They claim it happened on the 24th of October last year. I can't even remember being close to that place at that date - even though it is my car and number in the picture. It's not a big fine but I don't see why I have to pay something that wasn't done according to the rules. For all I know I could have been driving the speed limit (I detest speeding because I enjoy driving and checking out the sites etc).

In the UK the car has to be clearly marked as a moving speed trap. and you can even track them on your GPS if u need to.
