I'm not receiving any traffic fines, but apparently there's a summons out for an offence in 2013, and 2 in 2015?

Surely I can't be held responsible for fines AND summons I don't get? Especially if there is no sign of the Sherrif delivering said summons (referring to 2013, which is R1200 for a 93km/h in 80km/h zone)

As long as they have your correct residential address with your car registration. You have to notify them if you move

You can go to the public prosecutor and question the validity of the warrant since you never received a summons and you want to see proof of summons delivery.

They have my correct address on file, I renew my license disc every year and amend whenever I move (which was in 2015 only). So them not being able to deliver a summons in 2 years (or even a fine) is beyond me

The one is for when I went to cape town, somewhere in the middle of nowhere (the 2013 one), the other 2 in Gauteng somewhere, but with no photos to backup their claims. *sigh*

If a summons is never received, nor the original of the document, can they give out a warrant for an arrest? I also have a fine outstanding from 2011 in Richmond driving down to Cape Town one December. Can't pay it online, their phones go unanswered, they don't have email and my letters never reached them (or never bothered to respond?)

If the person delivering the summons lies and fakes delivery then yes they can issue a warrant of arrest... but if you challenge it then of course the warrant will be declared invalid.

I just received an sms. Can't remember the last time I got a fine though, sometime last year I think.

"Summons Process Initiated on ID ******. Call 0105000077 or visit www.paymyfines.co.za to stop prosecutions."

Is this legit?
