Transfer a domain ownership

Here goes:

I bought a .co.za Domain name with Hetzner. It is not hosted - just the name.

Was then contacted by a private buyer who is interested in my domain name.

How do I transfer the domain name "Ownership" to him.

My queries:

Does he need to open an account with hetzner?
If he has a webafrica account can it still be transferred?
How long is this transfer process?

Nope.

If he has a webafrica account can it still be transferred?

You need to authorize a transfer via the email address that the domain is registered on. All that he has to do is request a transfer, you will authorize it once you have been paid.

How long is this transfer process?

Depends on the TLD of the domain, .co.za are pretty quick and usually the transfer is done in a few hours to a day or so whereas .com can take anything from a few hours to a few days... Hard to say as the factors involved will vary.
