Tree removal. Responsibility?

Infront of my house, on the pavement is 4 wide palm trees. The Cape Town municipality trims the branches about every 6 months without me asking to do it.

The 2 middle trees are busy pushing over my boundry wall. Who will be responsible for this? Must I have the trees removed or is it the responsibility of the municipality?

I stay in a area with a HOA so I am not sure who these trees belong to seeing as I dont have to maintain them.
 
Municipality owns them, but you need to inform them if they're damaging your property.
 
Are they located on the "municipal stretch" of your property? Think it's 2m from the road? If so, municipality should do it. Follow up with the HOA as well.

An aquintance of mine had a similar issue a few years back, but the municipality decided, on their own, to remove the trees and send the bill to him. Remember the dispute went on for quite some time and he ended up paying a portion of it.

The trees are about 40cm from the tar road.
