Troubleshooting slow line speed

Is there any guide on the forum or net in order to test the cause of slow download speed?

I often find my speed fluctuate and is often below expected values. I also know any of the below could be the cause. My question is how to test for any one of these and either find the culprit or rule it out as a possible cause.

1. Telkom line/exchange congestion
2. ISP issues
3. internal network (hardware)
3.1 cables connecting routers and access points
3.2 wifi interference - wireless phones, baby monitors etc
3.2 Telkom incoming line disturbance
4. Computer network cardissues
5. Specific device hogging the bandwidth - have multiple computers, tablets and phones

I know how to do speed tests, trace routes and check signal noise etc on router. I do not however know how to interpret (acceptable values) these to pin point the problem in order to see if I can resolve it or wait for which ever entity to get their service back online.
