If you are supplied by Tshwane with electricity, you will find that the information on the invoice is not sufficient to calculate the charges due. You are simply told that the usage is 'X' KWH (from figures provided of readings, to be fair) and that the charge is 'Y' Rand.
It does not give you the information that the Inclining Block Tariff rate applies to a 30 day period, and that if the period concerned is different from that the rate blocks are modified pro rata. You then have to manually calculate for each applicable block the amount due, total them, add the VAT, and see if it agrees with what is charged.
If an estimated reading is used, an adjustment is made that is not detailed. I do not know what the basis is, nor despite several enquiries have I been told that basis.
I believe this to be unlawful in terms of the Local Government Municipal Systems Act 2000 (Act No. 32 of 2000, section 95 (e). This states
(e) ensure that persons liable for payments, receive regular and accurate accounts 20
that indicate the basis for calculating the amounts due;
