I honestly think are lots of qualified people , but I presume AA makes it a shortage...? But yea.. this is costing us(tax/rate payers) huge money, because working slowly to fix a problem (and earn more money) isn't the way to go...
 
Had a sewage manhole on my sidewalk overflowing since Sunday. Upstream traffic, not mine :) Was told that it will be addressed during office hours only and , due to the backlog, they can't say when. Got fixed on Tuesday. Hope the next blocked one is Friday evening on the mayor's porch...
 
Same scam as the Telkom techs. They do not fix anything during normal hours and only pitch up after hours and the claim overtime. That is why these guys are always striking and running to court when the institutions want to start shifts instead of overtime. Shifts will kill their looting.
 
All the companies I have worked for had people abusing over time even when we had shifts, they base their lifestyles on over time pay. Shutdown and December are the best times for private company employees

I know... but I think it goes nicely using it wrongly. Blame text books, apartheid or whatever ;)
 
The same thing happens at the eThekwini Municipality. When I was working there we did an audit of overtime pay and the Electricity, Water and Metro Police depts had the biggest overtime expenditure. And the overtime amounts were almost constant very month so these guys were budgeting on getting the same every month.

When we checked the actual overtime forms there were some electricians claimiming for more hours than there were in a month but it was being approved by their line management and being paid every month.

I think what he is saying is instead of paying extra overtime to your staff, who seem to be taking advantage of it. Rather pay that money to a private contractor on a set contract. That way the private contractor will have to control his staff and what they claim for as it will be coming out of his profits.

I think it would be the easiest solution for the government

They JRA does this for traffic light faults. The problem is, they pay the contractors based on the number of calls these guys settle and time spent, so there's zero incentive to actually implement longterm fixes.

I read it as him saying employees in private companies are the same as the ones in the public service. Take chances and exploit the system where they can. Which is fair enough, except my tax money doesn't fund the private company.

Anyway, they often end up doing what you mention anyway because the staff are useless, except they don't remove those functions from the municipal bureaucracy. So they have redundant and useless staff, who they have to pay, but then they have to contract the work out so it actually gets done.
