TV card + better GPU > LCD TV?

So I got myself a Sinotech 47" FULL HD LCD TV and it works well for my HTPC.

So I connected DSTV (standard decoder) and the picture quality is not that great at all. I know a plasma would do great for this, but....

Anyway, will buying a TV tuner + a better GPU for my pc improve the picture quality? I will use the HDMI cables for this on the LCD TV.
I was thinking of buying the COMPRO S350 and maybe a 2nd hand 6850/460 card.

If you carry the signal over HDMI instead of RCA (as per SD decoders) the picture is usually better. HD PVR is the best way to do this. Not sure if a TV/graphics card HDMI out will do the same. Although some have used a RCA to HDMI converter for SD decoder to LCD TV which has worked, similar concept.
 
SD Decoder + whatever you use to connect will still be crappy SD>

HD Decoder/PVR will pump HD signal straight to TV, no need for GPU etc.

GPU is only good for playing stuff off your computer. The capture card might work to record stuff from PVR/Decoder, I'm not sure...

Try a couple of games on it if you sort out your PC :)
 
So the best option will be to buy the HD decoder?
Will I need a new smartcard?
