Is HDMI 1080p upscaling the same as true Full HD?

No upscaling makes it better but is not true (native) 1080p which means that the difference in resolution is basically "guessed" by the upscaler routine.

Dont worry, Bluray by specification is 1080p. The upscaling refers to how the player handles lesser media e.g. DVD.
