TV license help

What's the difference, between being able to "receive a signal" with your telly and "capable of viewing a signal" here?

Do all modern flat screen's have a tuner in them or are they just viewing monitors?

Are there still inspectors that intrude into your homes to count your telly's?

Do you know of anyone prosecuted recently for not having a license? If so how much are fines these days?
 
If your TV has a tuner, you have to get a LV license. There isn't a lot of gray areas there.

However, if you buy a TV at a wholesaler like Esquire, they do not ask for one.

I'd suggest you just pay up, it's fast and convenient to get one. Their website will give you one within minutes.
