TV tuner card

Leadtek make good, easy to use TV cards that ran fine on my previous pc that had specs similar to yours
 
Whatever card you get make sure it has a hardware encoder. Hauppage make very good TV cards.

carderne, how far into a HTPC setup do you want to go?

For instance, initially I had a Winfast TV200XP Expert card connected to my decoder. I would then set auto-tunes on the decoder and then setup the same times on the WinFast recorder tool provided to setup the proper times. Of course this was a software encoder so I couldn't use the PC at the time it was recording (hence why most recordings were at night). However with a C2D or C2Q I can't imagine this becomes much of a problem.

I then brought a Hauppage PVR-500 when I had a dual view. I bought along with it a n MCE Remote with blasters that could control the DSTV decoder. I used this in conjunction with MythTV. This wasn't for a long time as the dual view wasn't mine.
