Why are there "illegal" ones locally?
- Because there isn't enough of a market willing to pay for an official local one

There is almost a 1000 people playing dota every night on that server am sure a lot of them are willing to buy warcraft3 and the exp I mean you can get both for R200. There is also quite a few other people that wants a local Diablo 2 server and is willing to buy the game to play. Both warcraft3 and diablo2 and starcraft uses the same b-net server software.

I think there is a big enough market for it.It must be something else that keeping blizzard from hosting a server here.

why are you posting this here? Go to www.war3.co.za and post it there , and make sure you got some proof replay/screenshot of him hacking. Without any proof you wasting your time.
