How does Twitter know to inform me that somebody on my contact list has just created a Twitter account and then minutes later to inform me that they just tweeted their first tweet? I'm assuming that Twitter is accessing my contact list. But how?
I know that when Facebook bought Whatsapp - suddenly all my Whatsapp started appearing on my FB "Do you know this person?"... Obviously FB used the Whatsapp link to cross populate their Apps.

But how does Twitter do it?

Is there a setting on my own Twitter account that I need to adjust to make sure that my contacts don't get notified of me opening another account?
 
Then that app probably has access to your contacts list - puts 2 + 2 together when someone on that list signs up - and lets you know about it.

Simple.
 
What phone are you using?

And is it an official Twitter app - or some 3rd party thing?
 
Just checked - the app permission require access to your contacts - so I'm sure that is how they did it.
 
I'd imagine you would just log into them with your Twitter account info...
