Two babies left at a dumping site in Devland, next to Eldorado Park, were found dead on Wednesday afternoon, Johannesburg emergency management services said.
"We found there two infants, around noon, who were dumped. One looked as if it was a newborn, and the other looked as if it was around three months old," said spokesman Robert Mulaudzi.
"Unfortunately they were declared dead on scene."
The matter was handed over to police for further investigation.
Mulaudzi appealed to young people and parents to approach either the relevant government authority or non-governmental organisations if they were experiencing emotional and other challenges.
"This is so we can avoid tragic situations like this one," he said.

I have no words.
They determine the well being and morality of the country and only idiots and morons will argue differently. The fact that the ANC appointed a person like Zuma and they take none or little action against those corrupt, lying and criminal officials caught set the tone and standard of the acceptable morals in this country and the excuses of "It's our custom" does not do it justice either!
