Cloning as in providing a sim with the same number (not the phone number) no. This thing from Vodacom is two different number sims so both can be registered on the network at the same time and work correctly. With cloned sims the last one to register on the network is typically the one that's working. It's still perfect for what your father wants but you'll need someone with a device to do it.
