Ubuntu/Mint - Start GUI without Screen

Good day,

For the past few months I have been running a Linux server with Debian on. I love the ride Debian has been taking me on, but, with hat said, it sucks. Packages are old and outdated to say the least. So here we go. I want to go either Mint, Fedora, or Ubuntu.

Here is my requirement: I need to be able to start the GUI without a screen, and I also need to be able to get VNC and Teamviewer to run Without the screen plugged in. They should automatically be started up as well. Will they both be able to start automatically, as I will from time to time not have access to the system via SSH. Is it possible to do this on Mint or Ubuntu?
 
What is going to be installed on the server?

If you just have straight X and no DE or WM then all you need to do is configure it to boot X at startup and put the application paths in the users ~/.xinitrc file. Done.

End each line with & unless it is the last command.
 
if you don't require what debian stable provides why not just move to testing or sid?
 
I got Mint installed at the moment, tested it. Teamviewer starts up automatically, no config needed. You can set it to log into the GUI without prompt too (remember password).
Guess Ubuntu should also work.
It's been a while since I worked on Fedora, was my favorite, but they ****ed up the last couple of releases, so won't be guessing there.
