UK visa application at fixed exchange rate

Friend of mine just paid for their visa today for the UK and it worked out at R21 to the pound. Can they fix the exchange rate like that? I seems they just cashed in on a nice profit there.

Edit: and their NHS fees worked out at R23 to the pound today. No standards?
