Un-throttled slows down?

Is this happening to anyone else, I've noticed that as soon as my uncapped account is no longer throttled it slows down.

For example downloading with a single thread it stays at the maximum possible speed (for being throttled) then as soon as the account is no longer throttled it slows down and on average went at about half the speed of while being throttled.

Here's a picture, it isn't have to tell when the throttle stops.

On some servers I can reach the full line speed, but I'm mostly interested if anyone else has noticed something like this.

I'm on Axxess Uncapped Express Satellite (IS).
 
I just came on here to see if anyone else is experiencing VERY slow downloads tonight !!! It is PATHETIC !!!!!!! (5-10Kbps on a 4MB line ). Im also on Axxess 4MB Express Fibre (384K)

What is going on here ? - at this rate it is NO use to have uncapped coz u cannot download anything....
 
mine is also slow... the SAIX ADSL at the office sucks really bad. And the OpenWeb 4 mbps uncapped express is running really slooooooow at home. can't even watch/download youtube videos.
 
Dunno if this is related but my adsl is also extrememly slow (DO3) Websites take a good few seconds longer to load than usual :/
 
My Telkom 3g is also very very slow.... see for yourself! Was OK until around 5pm today.

My 3g appears to be back up there. Someone check adsl please?

 
still weird on my home ADSL using IS. Keeps timing out on websites... including this one.
 
Same problem here.
Axxess uncapped 384.
There is a problem with the threshold management.
My download speed stays the same in the times where I'm supposed to have full speed.
This means that the line is remains throttled after 8PM in the evenings and even now overt the weekend.
This has been ongoing for two weeks now.
Logged more that one call at Axxess.
Problem has not been resolved.
Sucks big time.

Any other similar issues form other ISP's?
