Unable to send emails from hotmail

Just wondering if anyone else has had this problem before and how they got it sorted? Any email i try to send from my hotmail account fails immediately and gives the following message. I have logged a call with MS as instructed.
Any idea why it is doing this?

Go to support.msn.com and select MSN Hotmail no matter what MSN service or client you were using when you received this message. 2. Enter your full name, Hotmail mail address and (if possible) an alternate email address 3. Select I need something fixed, 4. Select My Mail 5. Select Outbound Mail Blocked 6. In the next box (for your comments), please copy/paste the following text in bold: 196.25.253.13 7. Complete the optional fields of the form, and click Submit. 8. They might have flagged you for sending spam!

I thought about that too, but i have never sent spam from any address of mine.
I've never sent spam, period.
The IP address (if it is an IP) in the response MS sends isn't even mine.

The same thing happens when i try send an email from another hotmail address of mine.
Could it be something to do with my ADSL connection or my ISP?
