Under-clocking CPU

So i have speedstep technology enabled, and at 1 stage i did see my cpu was underclocked when idling, and i continued to push cpu up when benchmarking. eventually the speedstep technology stopped working and now my cpu does not underclock when idling......any thoughts?
 
There are several things that can influence SpeedStep that I can think of:
1) Overclocking utilities (such as Asus AI suite)
2) Power Profiles
3) Locked CPU multiplier / Disabled SpeedStep
4) Current CPU usage

Lastly, what are you using to check your CPU speed? CPU-z?

Make sure to open up task manager to monitor your CPU usage and CPU-z to check the current CPU speed.
 
Don't have overclocking utilities installed
Power profile never changed since I entered the bios to increase speed of cpu
Cpu is not locked (i5 3570k)

Took the time to flash the bios (as setting default settings didn't seem to work. It's underclocking again. I think I should change 1 setting at a time and go from there. Will keep you updated.

Edit: if I set my cpu voltage on manual with speedstep still work?

SpeedStep is completely independent from the CPU voltage.

Just take note that the CPU power consumption is related to: frequency * (Voltage ^ 2)
So to have a low power consumption, you'll need to have SpeedStep enabled and Voltage set to auto (or offset).

If you want a fast & stable overclock, then it is usually recommended to disable TurboBoost & SpeedStep and then to set the voltage to a fixed value.
 
When I have cpu voltage and offset (-) to auto, and push my cpu up to 4.5 Ghz then the voltage shoots up to 1.42v, however when I set the cpu to 4Ghz then voltage hovers around 1.15v. Why such a big jump considering from 3.6Ghz (about 1.10-1.12v) to 4Ghz is only an incremental voltage increase?

What would you recommend is the safest lowest voltage for an i5 3570k? Need to plan to use offset for the higher voltages so I don't want it to offset me too low when I'm idling.

The voltage increase isn't in a 1:1 ratio with the CPU frequency at all. It is almost an exponential ratio. So the more you go over say 4GHz, the WAY more you'll need to increase the CPU voltage.
 
Ok, so i managed to get my cpu to 4.5ghz at a nice temp and voltage, although i only tested for 2 hours (unfortunately i was going out so i had to shut it down). See my results in the screen shot below,

I would presume the max voltage was due to the LLC being on auto, however under CPUz you can see the voltage sits at 1.19v. Will run Prime95 for longer tomorrow but so far so good, and i highly doubt i would play games for longer than 2 hours at a time.

So finally settled on 4.5ghz with a voltage of 1.24v and cpu underclocks itself to 1.6ghz with 0.94v when idle. Offset is set to +0.055v. Everything runs smooth. Max temps I recorded was in the early 60's.
