Erm, they're all fudged figures. Most of the figures are people that are actively looking for employment, it doesn't count those who don't want a job or are disillusioned with the job market and aren't searching anymore.

The graph does not state SA has the worst unemployment rate in the world. It shows it has the worst unemployment rate among OECD members and its key partners (SA is a key partner, not a member).
