Universal Internet, ICASA, DoC and the peering issue

Regarding government and a regulator's role in this problem, I'd love to know:

What can (or should) ICASA or the DoC do to fix this problem, since we now have a segmented network.

If you had a "local-only" account you are effectively on a restricted network, much like an intranet. As an example, Telkom "local" or capped-to-local can not be seen as "South African local" anymore. It's behind a restrictive (peerless) curtain.

In the interests of fair access to a seamless network for all, can they force the ISP's to peer on an equitable basis or risk being sanctioned or even losing their licenses?

There is lots ICASA and the DoC should do.. nothing they will do because they're useless and incompetent and are protecting their gravy trains.

No they can't force the ISPs to peer unless they change the law...

It would be kinda funny if, say someone in the President's office or ICASA or gov't departments can no longer read news24.com or shop at pnponline.co.za anymore. Do the MP's in parliament and the political parties still have have full internet service ?

I guess they have unlimited caps
