Universal WiFi Proxy on Android

I would like to know whether Android now supports universal proxy. By that I mean if I connect to a WiFi network that has a proxy, will all my apps be able to tap into the connection and not just my browser? I know that previously Android didn't support this and you had to root and use an app called Proxy Droid to make this happen pre Android 4.1. So I just wanna know if I can do this natively now without having to root my device and use a 3rd party app... or is there an app that doesn't require root access to do this?. I'm trying to connect to the network at my university.
 
I have the same problem on Android 4.2 & 4.3
Maybe I just don't know how but its silly and frustrating.

It's crazy right? Even iOS is able to do this without an app... A friend of mine has an iPad, and everything connects
 
There is a proxy setting if you into the advanced settings of your wifi connection.

-modify network - show advanced.

Sure but then only the browser seems to use the proxy everything else has no connection as if there's no proxy
