Unlocking a CAT mobile phone

Neighbour visits Germany and was given a CAT B15Q mobile phone. Upon inserting a CellC SIM within, it does not detect any network and I suspect the phone is locked

There are various "codes" that one might apply to unlock it, but all result in "Mobile network unavailable" messages appearing

Tried both SIM slots

Local phone shop (dodgy one) who I know has "fixed" phones before said he cannot do this one and would not even look

Any bright suggestions please? (Polite ones preferred)

Pity if it is. Is there any way to use Whatsapp or a similar app without a mobile number? Whatsapp wants to send an SMS to verify the number

Its not mine, it belongs to my neighbour who likes getting things for free, even if its junk. Her brother in Hannover gave it to her. She shoots round here and asks me to sort it out
 
Telegram has the same problem as Whatsapp. It wants to send an SMS

I am going to return it and read a book instead

You can use WhatsApp with it, yes. The sim need to be in another phone to receive the verification code.
Works without issues on wifi, but with another sim, you might have to re-enter verification regularly.

Edit: similar to tablets without mobile services

Have the sim in another phone. When the code comes you type it in. Done that a few times
 
I tried Cellunlocker prior to the first post. They do not handle CAT phones. I got whatsapp working and have given the phone back, having spent way too much time fiddling with it

Thanks for all the replies. When she goes to Germany again, she can try and get the phone unlocked and also buy an SD card for it, since it has a minimal amount of memory in it
