Upgrade from 10 to 20mb

I've just gone through the process of trying to upgrade from 10 to 20mb only to be told I cant.

These are my line stats according to Axxess control panel.

Line Status

Your Download Quality
Current Speed: 10239 kbps
Signal Interference: 15.6 dB
Signal to Noise Ratio: 13 dB

Your Upload Quality
Current Speed: 1023 kbps
Signal Interference: 21.5 dB
Signal to Noise Ratio: 15.9 dB

I would have thought I could get 20mb without issue.

Please advise.

My exchange can get 40 but I can only get 20.
Exchange congestion, distance from exchange , etc. all play a part.
 
I was told the reason was because my SNR was too low to upgrade.
I would have though 13 dB was sufficient.
 
The SNR is not that important, the Attenuation is more important, it should be low enough, 20db or less. Yours seem fine actually. It could be, that your DSLAM like mine, is not set to support 20Mbps yet.
 
According to the telkom website it does.
I'll follow up with Axxess again.
