Has anyone managed to open a US based bank account with an associated debit / credit card?

Are there any legal or tax concerns which one should look out for?

A quick google search seems to indicate that there are a lot of scammers who will relieve you of your cash with the promise of a US bank account. Obviously that is not the way to go.

Anyone with experience or advice?

It depends what you want to do with the US-based bank account. There are many services out there that allows you to create a virtual credit card and load it from your current account to transact with overseas (like adding it to pay for iTunes stuff or if a service denies your credit card because they only allow US-based cards)

Take a look at Payoneer, it is used by tons of freelancers working on oDesk, Elance and Vworker. They send you a debit card which you activate once it's delivered, which you can use as a normal debit card locally and abroad + online.

Thanks for mentioning Payoneer. Indeed, the Payoneer card is a Prepaid Debit MasterCard card and can be used worldwide where MasterCard is accepted.

All Payoneer account holders may also apply for our US Payment Service, to receive payments from additional select corporations (such as PayPal, Amazon, Apple, and more). The way it works is that we provide you with a US account/routing number, which is linked directly to your Payoneer card and can receive funds only (from select corporations). All payments received are then loaded directly to your Payoneer card.

If anyone has any questions regarding Payoneer or the US Pyament Service, I'd be more than happy to assist.

I am not entirely familiar with PaySpark and their services. This card, however, is a prepaid debit MasterCard, and can be used worldwide where MasterCard is accepted.

Once you have been approved for a card, you can apply for our US Payment Service. This service provides you with a US account/routing number, that can receive funds (from select corporations). All funds received are then loaded to the Payoneer card.

You can also load your card privately using any Visa/MasterCard.

Can I buy from the US itunes store with a payoneer card?

I believe iTunes requires that you have a US billing address in order to add a payment method to the US store. The billing address for your Payoneer card would be your home address.

So, people from SA cannot buy stuff from iTunes USA? Do SA not have an iTunes Store with games/music etc?

You can certainly sign up for an iTunes store account as a SA resident. Apple simply requires that anyone with a US account have a credit/debit card with a US billing address (it's a requirement that has no relation to Payoneer).

Apologies, I am not an Apple product owner, so why would you want to use US iTunes Store instead of SA? More content?

No need to apologize, I agree that it's quite confusing! When a developer submits their app to the Apple App Store, they can choose which countries to make them available on. Sometimes an app in a certain language, or specific to a certain region, will not be available on all App stores (it depends on what the developer chooses).

Generally Apple would give you access to your country's app store (if available) as the app listings are more relevant to what you'd be looking for.
