In 2019 there weren't rules in place to require a full House vote, and if she had sought the votes she would have gotten them. She had the votes to get him impeached after all. Then Trump's DoJ put the rules in place to force a vote, and the Republican House doesn't want to abide by them - probably because McCarthy isn't confident that he would even get the votes he wants.
